Abstract

Cumberland County Superior Court justice Kermit V. Lipez on Tuesday ruled that the state has a legal obligation to provide services to Mainers with severe mental disabilities. The ruling came as Lipez denied a state motion to dismiss a class-action lawsuit brought by the city of Portland, mental health advocates and others charging the McKernan administration with failing to provide for the mentally disabled.
