Abstract

Maine Attorney General Michael E. Carpenter says that the North American Free Trade Agreement could affect a state's right to make their own laws on health, safety and the environment, a warning which is being echoed by consumer and environmental activists around the country. The agreement recognizes the right of each country and state to make its own health and environmental laws as long as the laws are not a disguised trade barrier.
