Abstract
The Passamaquoddy tribe's plans for high-stakes bingo in Albany Township changed abruptly last week when a state permit granting the tribe development rights was rescinded by Kennebec County Superior Court justice Thomas Humphrey. The court ruled that the land in question was not Indian Territory because it was not placed in trust by Jan. 31, 1991. The state's Land Use Regulation Commission, citing language in a 1992 legislative bill that described the land as Indian Territory, approved the permit and might appeal the ruling.
