Abstract
"News & Issues" piece on the fight over smokestack pollution at Wyman Station power plant on Cousins Island in Yarmouth, which now shifts to the details of emissions trading. Last week, the Board of Environmental Protection (BEP) deadlocked 5-5 on requiring a full clean-up of nitrogen oxides pollution at the aging oil-fired plant, which opens the door to a less expensive plan that allows FPL Energy, the plant's owner, to make limited improvements at Wyman and to pay out-of-state polluters to make improvements at their plants, which is called cap and trade. The BEP meets Feb. 15 to consider the details.
