Abstract

The federal Occupational Safety and Health Administration on Tuesday said that it will hold boat captains responsible for the safety of their urchin divers. Divers previously had been considered independent contractors and were not subject to federal regulations governing employers and employees. The new OSHA opinion will force the captains and divers to follow strict regulations while diving. Details.
