Abstract
A plane that circled Portland for two hours Tuesday night was apparently involved in an ongoing criminal investigation. Concerned citizens contacted everyone from the Federal Aviation Administration to the fire department's air rescue station at the Portland International Jetport, but most officials either had no information about the flight or refused to divulge its mission.
