At a conference sponsored by the Maine Council of Churches, three national experts yesterday said it is possible for the state to conduct a successful treatment program for sex offenders despite state budget difficulties, since incarceration costs more than outpatient treatment -- More than 170 doctors, lawyers, judges, legislators and others attended the conference
