The Cumberland Town Council voted unanimously yesterday to appeal the recent ruling by Superior Court Judge Kermit Lipez that ordered a new disciplinary hearing for fired police chief Leon Planche -- The ruling said that Town Manager Robert Benson, who acted as hearing officer in the case against Planche, was predisposed to find against him, and should have disqualified himself -- Councilors yesterday said they believe Benson was the only one qualified to sit as hearing officer -- Details
