Abstract

A provision in the proposed bill that would allow an Indian gambling casino in Calais says the land on which the casino is built can become Indian land, meaning that it would gain the status of a sovereign nation. The provision would be important only if the Passamaquoddy Tribe were to sue the state under the federal 1988 Indian Gaming and Regulatory Act, a law that state officials say does not apply to Maine.
