Abstract

Six years ago, the town of Jay adopted an environmental ordinance, the only locally-administered, comprehensive environmental law in Maine. Mark Dawson, the town's environmental improvement officer, oversees the ordinance, which has been used against groundwater pollution problems and air and water emmissions from two major paper mills, the town sewage plant and other polluters. The federal Environmental Protection Agency recently awarded the town a Merit Award for its significant contributions to the environment. Details.
