Abstract

Portland police chief Michael Chitwood yesterday said that officers James Sweatt and Gary Hutchinson have been cleared of using excessive force in arresting Joseph Bernatche outside the Cage, an Old Port bar, in May. Sweatt used pepper spray to keep several people away while the two officers arrested Bernatche, and he followed police procedures in doing so. Investigators compiled a 2,000-page report after interviewing 66 individuals about the matter.
