Abstract

Portland police chief Michael Chitwood, 50, has been on the job for six years, and while detractors say he shouldn't get involved in matters outside the realm of law enforcement Chitwood says he has a responsibility to speak out about social problems and their connection to crime. Chitwood was the most decorated police officer in Philadelphia before coming to Maine, and since then has become one of the most outspoken members of the state's law enforcement community. Details.
