Abstract

Portland police, responding to numerous 911 calls about individuals with guns, surrounded a young man and a young woman in Monument Square yesterday around 4 P.M. and forced them to the ground. The weapons turned out to be cap guns, that looked quite real. Chief Michael Chitwood said the officers used proper procedures.
