Abstract

The Portland West Neighborhood Planning Council, which receives state and federal funds to provide affordable housing for low-income people in Portland, has agreed to undergo cultural diversity training due to a complaint by the Portland chapter of the National Association for the Advancement of Colored People. Sandra Murch, the agency's housing manager, allegedly made derogatory remarks about a black tenant, an allegation that was backed up by state representative James V.
