Abstract

The Clinton administration's plan to reform the welfare system will include a proposal that all states follow Maine's lead in threatening to take away the business and driver's licenses of parents who are behind on child support payments. Maine's policy has been in effect for nine months, and since then deadbeat parents have been paying more than $1 million per month. Gov. McKernan said the Clinton initiative shows that Maine is at the forefront of welfare reform. Details.
