Abstract

The Maine Harness Racing Commission has voted unanimously to delay a decision on possible discipline against Scarborough Downs racetrack owner Joseph Ricci. The commission, which yesterday heard from Ricci and a number of his employees about the April 20 obscenity-laden speech that Ricci delivered over the racetrack's public address system, has the authority to lift the track's operating license and assess a $1,000 fine.
