Abstract

The Maine Harness Racing Commission yesterday voted unanimously to impose a $1,000 fine on Scarborough Downs owner Joseph Ricci for his public outburst at the track on April 20. The commission also voted to close the track for a week unless Ricci gets substance-abuse counseling. Edward MacColl, Ricci's lawyer, challenged the commission's authority to impose the penalties and promised a prompt court appeal. Details.
