Abstract

Sue Davenport, the commissioner of the Department of Mental Health and Mental Retardation, said that she has been pushing since she became commissioner in January for an out-of-court settlement of a lawsuit that charged the McKernan administration with having neglected people with severe mental disabilities. Davenport expressed concern about helping those needing assistance but would not speculate as to whether the governor's budget for next year will contain the money needed to set up the network of services that is needed under the terms of a proposed agreement.
