Abstract

Mark Faulkner, 37, the leader of the successful referendum drive in Gorham to repeal the school and municipal budgets during the recent elections, has as his goal a zero-increase in taxes. To reach that goal the town council would have to cut about $1.5 million from the 1994-95 budgets. If they fail, Faulkner threatens another recall.
