Abstract

Maine today begins its controversial CarTest program, a sophisticated emissions test to be performed on cars in the state's seven southern counties. The program, designed to improve air quality, is expected to yield at least a 15 percent reduction in the emissions that cause ground-level ozone and contribute to the state's high rate of respiratory diseases.
