Abstract
Maine state policy in the 1980s emphasized alternative energy power plants, resulting in the construction of a number of small plants that ran on wood, water and trash. Eight years ago Fairfield Energy Venture put $60 million into the construction of a 32-megawatt wood-chip and mill-waste burner, which today employs 37 workers and contributes one-third of the Fairfield's taxes. Central Maine Power Co. is currently seeking $78 million in state-backed funds to buy out its contract with Fairfield Energy, which CMP says will save its customers $35 million over the next eight years.
