Abstract

A document filed with the attorney for the city of Bath that predicted possible outcomes of the city's property tax dispute with Bath Iron Works was released yesterday. The so-called Flanagan Report, completed in April 1993 but never used by the city in its case against BIW, detailed a worst-case scenario that comes close to the final state ruling. The report was prepared by Flanagan Associates of Waterford, Conn., known as an expert appraiser of shipyards. Details.
