Abstract
The Portland City Council on Monday refused to grant a new liquor license to the Seamen's Club Restaurant, leading owner Joseph Soley to claim he is the victim of bias. Chester Morris, one of Soley's employees, alleges that City Councilor Keri Lord called Soley a profane name, which Lord denied. Lord countered by saying that Soley threatened her. Details.
