Abstract

First in a four-part series profiling the candidates for governor. Jonathan Carter, 43, of North New Portland, is campaigning as an independent representing the Maine Greens, and listed a mere $11,000 in contributions on his July finance report. Carter, if elected, would, among other things, expand the sales tax to amusements and all non-medical services; raise the corporate income tax; hike the top personal income tax rate to 10 percent; promote a $20 million bond issue for small businesses; gradually increase state aid to local schools; expand automobile emissions testing to all of Maine; and restructure state government.
