Abstract
Jonathan Reitman, an arbitrator, on Friday concluded that the town of Cumberland could not prove that former police chief Leon Planche was drinking on the job on October 3, 1992, and ordered that Planche be reinstated. Town Manager Robert Benson fired Planche effective January 5, 1993, which Planche appealed to the Superior Court. Superior Court Judge Kermit V. Lipez ruled that Benson was inclined to find against Planche, and ordered a new hearing before a neutral party. The town is expected to appeal Reitman's finding. Details.
