Abstract
The Cumberland Town Council yesterday voted unanimously to appeal an arbitrator's decision reinstating Leon Planche as police chief. Planche was on the job yesterday for the first time since being fired because of allegations that he drank on duty at the 1992 Cumberland Fair. Jonathan Reitman, an independent arbitrator, on Friday ruled that there was no evidence that Planche was drinking. Details.
