Abstract
The Portland City Council yesterday voted to give the city manager, top administrators and other non-union employees four percent raises. The council also authorized the Portland International Jetport to spend $9.4 million on an expansion that will add two passenger-boarding areas. A $3 fee added to the price of airline tickets will fund $6.7 million of the project, with the remainder coming from lease payments and concession income. Details.
