Abstract

Richard W. Kane, 53, early this year won a five-way race for the Ellsworth City Council. After the election, Kane began claiming that he was not bound by state or federal laws, and says that taxes, Social Security numbers and drivers' licenses are government tools used to enslave sovereign citizens. A dispute between Kane and the city of Ellsworth over $49 worth of building and plumbing permits has grown into a full-fledged legal battle in district court, and has Kane claiming the presence of a government conspiracy. Kane's reference to the book "The Protocols of the Learned Elders of Zion," which outlines a world conspiracy, has some wondering if he is anti-Semitic. Details.
