Abstract
Under state law, off-track betting facilities cannot be within 35 miles of one another if the owner of the parlor that opened first objects. Joseph Ricci, owner of Scarborough Downs race track, has proposed opening a parlor on Brown Street in Portland, but a pre-existing parlor in Lewiston is just 33 miles away from Ricci's proposed site. Charles and James Day, father and son, operate the Winner's Circle in Lewiston, and have submitted their objection to Ricci's proposed facility to the Maine Harness Racing Commission. Details.
